I dont think at this stage we'll apply fixes globally. And moderators will not appreciate sending all rejected messages to them (you can not say afaict 'send  rejected messages with attachments' , its all rejected messages get sent or they all get dropped.)

so, I would say to cure this for Subversion is to tell us what you want to do there? I can removed some MIME types from the mimeremove file for the dev/user lists if it will help.
Note that .diff and .patch files are not categrized and dropping say application/octet-stream will not help in these cases (.dump it will)
