Sorry, you're right.

I was forgetting about the Javadocs and svnpubsub.

Originally the docs branch was only created when the published docs
needed changing.
But now it makes more sense to do it earlier, even if it means it
sometimes has to be recreated.

Are you sure? Since at least 4 release, this step is before the RC vote
result.
