[PR] [HUDI-7414] Remove redundant base path config in BQ sync [hudi]

   ### Change Logs
   
   The base path config is not used by big query sync client. The meta client created for bigquery sync uses `hoodie.datasource.meta.sync.base.path`. Removing this avoids user confusion.

   Config will be removed automatically from docs.
