For a first time Tomcat 4, cocoon / ant et all user, I would propose
to add new bullet to the topic:

I wondered why nothing happened when I had done clean CVS build of cocoon2
and copied files to CATALINA_HOME/webapps. Do I read the FAQ, but it didn't
solve the problem ... so, you might want to add new bullet:
"In Tomcat 4, if you have changed CATALINA_BASE, this may be the reason why
copying cocoon.war to CATALINA_HOME/webapps does not bring the URL
http://localhost/cocoon alive. Please copy the war files under
CATALINA_BASE/webapps or reset CATALINA_BASE=CATALINA_HOME. Restart tomcat and
try if URL now can be accessed."
