As per this [comment|https://issues.apache.org/jira/browse/YARN-2113?focusedCommentId=15985032&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-15985032], I assumed that preemption has to occur based on priority even when USERLIMIT_FIRST is configured. Yes, preemption will happen for users who are above its UL. But given example in tat comment was pointing a case where user's used were under UL and preemption was needed or not.
Hence I added the check which you have mentioned in above comment to have priority preemption even if user.used is lesser than UL and USERLIMIT_FIRST is configured. Now as per the attached doc, we are clear that what should be the behavior for each mode. So I will be removing that check in next patch which is not needed.
