[jira] [Updated] (YARN-2113) Add cross-user preemption within CapacityScheduler's leaf-queue

Sunil G updated YARN-2113:
--------------------------
    Attachment: YARN-2113 Intra-QueuePreemption Behavior.pdf

Attaching a doc which captures various preemption order policies and its behavior.

As per this [comment|https://issues.apache.org/jira/browse/YARN-2113?focusedCommentId=15985032&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-15985032], I assumed that preemption has to occur based on priority even when USERLIMIT_FIRST is configured. Yes, preemption will happen for users who are above its UL. But given example in tat comment was pointing a case where user's used were under UL and preemption was needed or not.

Hence I added the check which you have mentioned in above comment to have priority preemption even if user.used is lesser than UL and USERLIMIT_FIRST is configured. Now as per the attached doc, we are clear that what should be the behavior for each mode. So I will be removing that check in next patch which is not needed.

> Preemption today only works across queues and moves around resources across queues per demand and usage. We should also have user-level preemption within a queue, to balance capacity across users in a predictable manner.
