[jira] Resolved: (PLUTO-67) Update maven distribution goals to use tomcat 4.1.27

This was originally recomended due to the fact that the original donation of pluto was tested (with the TCK) ono 4.1.27.  Since this version of tomcat did not properly support cross-context sessions as required for the application scoped session attributes to work, and we have now been able to get a patch applied to 5.5 nightly builds, I propose that we continue to bundle the binary distribution with tomcat 5.5.x.

Description:
The distribution goals currently create a binary distribution which ships with tomcat5.x.  We should instead use the version with which the TCK was tested (I think) Tomcat 4.1.27.
