Kicking this one again. Simplified the patch (#995). Removes the bit that had us asking Master for table state. Instead, added to Registry querying hbase:meta table state. ZKAsyncRegistry has added an implementation that queries mirrored table state out of zk. If you want to edit meta, currently MirroringTableStateManager must be enabled (default). MTSM is to be removed in hbase3. Follow-on is alternate registry implementation for hbase3 (likely built on the incoming Master-based Registry work).

Want to include this in hbase-2.3.0.
