Resolving issues

Hi all,

Wouldn't resolving issues related to the 4.0, 9.x and 10.x branches as well
as addressing issues assigned to inactive committers also create better
insight as to what is relevant and needs worked on?

Wouldn't closing issues with status 'incomplete' deserve a bit more?  Like
a comment as to why it is incomplete?
