1.3.1 tarball rolled

Ok, 1.3.1 is rolled.

In http://dev.apache.org/dist/

Please test.  Aim for a release after at least 24 hours have gone by and
when win32 installer is done.

Who will be doing the win32 installer?  Please speak up and try to get
something done for testing ASAP.

+1 on FreeBSD 2.2.5, 2.2.6 and 3-SNAP
+1 on OSF1 V3.2-41 (compiler warnings; but not ANSI-C anyway)

Works like a charm on Win95, and the access problem appears to be gone,

Basic operation tested on Red Hat Linux 5.1 (kernel 2.0.35) compiled
with egcs 1.0.2.
