Couple of things:
1.  A Blocker would be a bug that prevents the normal operation of ofbiz.  I can't program ofbiz to fly me to the moon but I'm not going to create a blocker issue here.
2.  There is no ofbiz9.5 you're probably using an opentaps version, in which case you should post a question there (not necessarily an issue)
