   ## What is the purpose of the change
   
   As discussed in [FLINK-13740](https://issues.apache.org/jira/browse/FLINK-13740). The serializer logic contains a bug which leads to the test failure in TableAggregate tests. 
   
   This pr tries to ignore the tests in TableAggregate and recover it once the bug is fixed in blink-planner.
