I suspect this is a duplicate of issue
https://issues.apache.org/bugzilla/show_bug.cgi?id=55789 although the symptoms
differ slightly. It could be that you have old Apache headers installed in the
default search path and that they shadow the new one. For instance check
whether you find httpd.h in /usr/local/include. If so, than read the other
ticket and either clean up /usr/local/include or read and follow comment #7 in
the other issue.
Please report back here so that we might close this one here as a duplicate of
55789.

That was it. I backed up the /usr/local/include/http* files, removed them, and
re-ran the compile and all built ok:
www# ./apachectl -v
Server version: Apache/2.4.7 (Unix)
Server built: Nov 28 2013 10:31:11
