SyslogAppender over TCP (RFC3195)

Hi,

Can SyslogAppender be configured to use TCP instead of UDP?
The closest reference on this, I could find was:

Is it actually supported?
If TCP can be used, does this mean that SyslogAppender can be used as compliant 
to RFC 3195?
