Hi Dobias; thank you for reporting. 

I will update the javadoc and clarify.

And may be it's also making sense to see if we can reintroduce the old starting/started/stopping/stopped old callbacks, which can be added in the listener interface using java8 default empty methods (this will avoid to break compat with existing dm4 state listeners). 
I will investigate this.
