[ANNOUNCE] Welcome Luciano Resende as an Apache Wink PPMC member

The Apache Wink PPMC is pleased to announce that Luciano Resende has
accepted an invitation to join the PPMC.  Luciano has been very active
and has helped propose and guide decisions for the community.
