I've started working on this and have checked in the first steps: The site sources are now here:
https://svn.apache.org/repos/asf/incubator/ivy/site/

and the documentation is isolated and working in 
https://svn.apache.org/repos/asf/incubator/ivy/core/trunk/doc

I still need to work on integrating the two. I plan to upgrade xooki to make possible "importing" a node from another xooki TOC in a TOC node. This will allow linking from the site to the documentation with one integrated menu, as discussed on the mailing list.

We will probably have numerous dead links, I'll try to find a way to analyze the whole site to detect and fix them once I'll get the generated and integrated site working.
