Metadata versioning

In a recent thread, a lot of discussion has evolved around use-cases
of meta-data (mod-time/permissions) versioning. It started out with a
question if and when the current meta-data versioning branch will be
integrated in the main line.

The answer to that question is: We currently have no way of assessing
that the code in that branch actually does what it should, given that
a design document/proposal for the feature is non-existant. This has
been the main reason for non-integration into the trunk.

None of the full committers have any direct interest in the feature
(as can be concluded from the other thread), but some wanted to help
out reviewing and moving to trunk, if it wouldn't take too much time.
That really requires a design document.

Anybody who wants to see this code move to trunk, please write a
proposal and submit it to dev@ for discussion.
