[PR] Add monthly stale-branch report workflow [maven]

Refs #11858.\n\nAdds a scheduled (monthly, 1st at 06:00 UTC) GitHub Actions workflow that:\n- lists branches with **no commits in >6 months** and **no open PR**\n- skips protected branches (release/maintenance lines)\n- posts the summary to #11858, updating the previous bot comment instead of piling up new ones\n- also runnable manually via \`workflow_dispatch\`\n\nThis turns the manual branch cleanup tracked in #11858 into a routine.

branches in your for yes. As you can see in this repo we have too much unmaintaind branches
