OpenCMIS next version (was: Re: [VOTE] Release Apache Chemistry OpenCMIS 0.12.0 (RC1))

OpenCMIS version 0.13.0 created.

Nevertheless I'd like to discuss whether the next version should actually
be (finally) the 1.0.
