The [ZkStateReader.waitForState|https://github.com/apache/solr/blob/fae42ec0cf43f288c909cb2e12b4d68e6a409d33/solr/solrj-zookeeper/src/java/org/apache/solr/common/cloud/ZkStateReader.java#L1882] method registers watches even if the current state matches the predicate.
