SVN https checkouts failing...

I tried to checkout
https://svn.apache.org/repos/asf/maven/plugins/trunk/maven-assembly-plugin/
via both TortoiseSVN and the Subversive SVN Eclipse Plugin, and I am
getting failures.

At least with the TortoiseSVN I was able to retry via "update" to get
a working repository.

Has anyone else experienced this issue?

I'm assuming it is probably windows specific with an SSL connection
timeout problem (maven-assembly-plugin has a bucket load of files)
