   @TejasMorbagal @ruslanfialkovskii thanks for sharing, I can confirm that this caused the issue for me.
   ```
     - name: PYTHONPATH
       value: "/opt/airflow/dags/repo/dags:${PYTHONPATH}"
   ```
   
   basically the self reference has led to infinite loop when scheduler tries to load and expand vars: https://github.com/apache/airflow/blob/6f3927b271bc778e544f7cef478951103de9959d/airflow-core/src/airflow/configuration.py#L124
