configure --help gives wrong default for sysconfdir

The summary says it all: configure --help claims that the default for sysconfigdir is PREFIX/etc, when it really is PREFIX/conf.

Because of this flaw, it took me a while to figure out that this was the parameter I needed to tweak to get the httpd.conf file to end up somewhere else but the default location.
