[m1] New Release managers for plugins

Hi guys (committers only),

	As we do it from time to time, I propose we change release managers for m1 plugins.
	
	Here is the current list of m1 plugins. Add your name beside each plugin you want to be the leader.

Almost all ?
Yes this is an empty list, because I can't say who want to keep or not their plugins.
In fact I know that the majority of current release managers in m1 want to give their role with these exceptions :
- Vincent M wants to keep the clover plugin
- Carlos can take the lead for checkstyle plugin
- I can continue to keep my current plugins but if someone else want to take them, it won't be a problem for me.

I think it could be a good think if we have the same release manager for a m1 and a m2 plugin but it won't be always possible.

When we say that we are a release manager for a plugin, we aren't forced to work only on this plugin. I'm currently trying to fix
issues on almost all plugins even if I'm not the release manager for them. The release manager isn't a guy who'll apply patch and
release the plugin. It's above all the one who manage the consustency of the plugin. He keep an eye on modifications that others do.


Thus, subscribe yourself where you are interested. 
We'll see if there are some incompatibilities and which plugins don't have release managers (The last time it was Brett who take the
lead for these last ones).

a maintainer, and prioritized those with a currently missing maintainer.
Also, I think that everyone should be able to say that they're
interested in working on a plugin, would make it more likely for a
committer to work as a patch applier and release manager.

Plugin committers have access to plugins across the board.

People develop abstractions by generalizing from concrete examples.
Every attempt to determine the correct abstraction on paper without
actually developing a running system is doomed to failure. No one
is that smart. A framework is a resuable design, so you develop it by
looking at the things it is supposed to be a design of. The more examples
you look at, the more general your framework will be.

I think that actually there are 2 groups of committers :
- m1/m2 plugins committers only
- m1/m2 plugins and core committers.

- javacc
- rar

I am maven2 plugins committers ; I don't know If I have access to the M1
repository.

If there's nothing to be mantained (eg. no JIRA issues) there's no
reason to move it to the sandbox. The plugin is working correctly.

I can confirm that simian works (never used jira), but if there is no 
maintainance to be done, it might as well be moved to the sandbox? Maybe 
I'm misunderstanding the use of the sandbox, I thought it's used for 
plugins that are not maintained anymore, whether they are functional or not.

For plugins without RM we'll share the work in the team. 
Any of us will be able to propose a release when he'll think it will be needed.

New RMs are invited to update the poms and Jira.
You can also help me to remove RM roles in plugins which doesn't have one.
For Jira I don't think it is possible to don't have a owner for a project :-( (We could create a generic user for the maven team ?).

If someone else want to take some others plugins (Felipe, Fabrizio ? For example ;-) ) let us know.
I'll try to take some others if I have a little free time but I prefer to focus to the core from now to release ASAP the 1.1 beta 3.
If some plugins are stable don't hesitate to begin to launch votes. We have a lot of plugins (almost all) to release before the 1.1
beta 3.

Don't forget also to publish as often as possible new snapshots to allo wusers to test them.
