Implemented a report and an option to fail if meta data is missing. Tried to handle the build situation in Eclipse where there are full and incremental builds. When a report already exists, it is read in. Information for classes that are already enhanced are taken from the previous report. Freshly enhanced classes are overwritten in the report. Classes that are no longer part of the build are removed from the report.
