what we can do is creating sys_table along with all the other regular tables in createUpgradeDB using "org.apache.openjpa.jdbc.meta.MappingTool.main(args);" And in createOozieSysTable(), we skip creating table and just do the two insertions.
And yes, we need to add the primary key into the OOZIE_SYS in upgradeDBTo40(String sqlFile, boolean run, boolean fromVerOne) if from a previous version.
