objections to a pre-release?

I'd like to make a pre-release of 1.9 (call it 1.8.2, unstable release) so that 
people can check it out and report any last minute bugs.  As far as the current 
reported bugs, we've gotten nearly all.  The last bug is the utf encoding bug that 
would require moving to jdk1.4, which hardly seems worth it currently since no 
one seems to know much about the bug.

The documentation isn't ready, but we can work on that while users check out 
the unstable release.  Unless there are any objections, I'll go ahead with it.
