I've been looking into a number of bugs related to fo:wrapper. After reviewing the current implementation, I have concluded that a redesign of WrapperLayoutManager is needed. I've started to document this at http://wiki.apache.org/xmlgraphics-fop/Design/XslFo/Wrapper. Comments are welcome. G.
