Internals of Maven Framework questions

Hi,

I seem to have questions pertaining to the internals of the Maven
Framework and it API. 

Is there a way to search the Maven Developer List archives?
And
Is it appropriate to post on the Maven Developer List if I'm not an
official maven developer?
