I wrote a draft of contribution guideline referring Spark one. 
https://github.com/myui/hivemall/pull/382

This guideline assumes 
- move Hivemall repository under [apache/incubator-hivemall|https://github.com/apache/incubator-hivemall]
- build on Jenkins of ASF

Please give me any feedback or comments. Thanks.
