Description:
Work done in SOLR-12182 removed {{base_url}} but the JS for the Admin UI cloud panel still depends on that property. We should refactor the JS code to not require this property. This introduced some unfortunate regression in 8.8-rc1: https://issues.apache.org/jira/browse/SOLR-15097
Also, there is no unit test for the {{ZookeeperInfoHandler}} used by the Cloud panel, requiring manual UI testing. The fix for this issue should include a unit test for this critical component in Solr!
