Shepherds, not quite on March 14'th.

As per previous conversation, I'd like to invite the flock of
shepherds to self-organize onto the reporting projects.

Further, I request that shepherds take on the task classifying
podlings into 'just starting, not ready, ready', rather than my
personal judgement making up that part of the report.
