Syntax for specifying WSDL portTypes and ports does not comply with SCA 0.9 assembly spec

With the current Tuscany implementation, <interface.wsdl> elements currently require that you specify the WSDL portType in the form namespace#portTypeName
The <binding.ws> elements supported by our Web Service binding implementation require namespace#portName.
This is not consistent with the SCA 0.9 assembly specificatiom, which uses the notation introduced by WSDL 2.0 instead.
The Tuscany assembly model implementation and the samples and test cases that use WSDL need to be adjusted to use the notation described in the spec.
