Redirect redux

What was our answer to accomplish essentially

Redirect /dir1/* /dir2/has-moved.html

where any access to objects under /dir1/ would be given the single 
/dir2/has-moved.html file?  I remember we voted against regexp 
Redirects as being too expensive, I thought...
