How to use all 3 HTML4's dtds?

I've downloaded the dtds for HTML 4 from www.w3.org (strict.dtd,
frameset.dtd & loose.dtd" and was wondering if it was possible to have my
xml document reference those dtds. I know that we can include multiple dtds
but these files have similar elements and entities.

So, is it possible to references those dtds? If it is, how do I reference
them?
