It is useful to provide more instrumentation to MLlib algorithms, like training time for each stage in k-means. This is an umbrella JIRA for implementing more timers to MLlib algorithms. The first PR would be a generic timer utility based on the one used in trees. Then we can distribute the work. It is also helpful for contributors to understand the code.
