Plugin/ASN.pm overhaul:
- Bug 6484: alternative zone FORMAT enhancements
- recognize response formats using multiple TXT RR string fields
- use new SA::Util::reverse_ip_address() utility
- allow ASN queries for IPv6 addresses
- added config directives clear_asn_lookups and asn_prefix
- use a public API routine $pms->set_tag() for setting
  tag values instead of directly accessing data structure
- cleanup, some hardening
