[Release R2.2] will start to build RC3

Hi, all,

Release R2.2 was failed due to three blocking issues, and the JIRAs were created for them:

https://issues.apache.org/jira/browse/TRAFODION-2941

Now, all of them are solved. Thanks to the contributors' hard work!

So I will start the RC3 now, if you have any concerns, feeling that some issues need to be addressed for Release R2.2 RC3, please reply and tell me.
