[PR] GH-39759: [Docs] Update pydata-sphinx-theme to 0.16.x [arrow]

### Rationale for this change
Update our dev docs build to use the latest `pydata-sphinx-theme` as we still have it pinned to version `0.14.x` while the package is currently on stable `0.16.1` version.
### What changes are included in this PR?
Updated dev docs build uses the latest `pydata-sphinx-theme`.
### Are these changes tested?
Yes, docs preview and CI job.
### Are there any user-facing changes?
No.

already creates a version switcher to test (no need to move the rendered docs to the arrow-site clone) and that will, probably, also work for the preview docs so I think we should include this change in this PR. Testing similar changes will then be much easier.

This seems too easy - but the CI and the preview (http://crossbow.voltrondata.com/pr_docs/46936/index.html) look good with no changes needed. Mind having a look @raulcd @kou ?
