Setting DOCTYPE programmatically

I am assembling a Document programmatically, and I can't seem to find a way
to set the DOCTYPE tag.  If I've read the docs correctly, I can retrieve the
DOCTYPE but I can't set it.  I would assume that there has to be a way to
set this without resorting to serializing the xml and inserting it.  Am I
off base?
