{{CommandChanges.shouldCleanup}} short-circuits to {{NO}} if there is no data, but this is incorrect as {{Cleanup.EXPUNGE}} may have dropped the data and the record must report cleanup {{EXPUNGE}}, and be read as an {{ERASED}} command. This can lead to linearizability violations.
