PPMCs and Podling Releases

Prior to the PPMC discussion, we had agreed on a policy for podling 
releases.  See http://incubator.apache.org/incubation/Incubation_Policy.html#Releases%0D%0A.

More recently, the Lenya release was discussed, but this was also 
just prior to the PPMC debate.  See http://nagoya.apache.org/eyebrowse/ReadMsg?listName=general@incubator.apache.org&msgNo=2634.

Now, IIUC, in a world with PPMCs, the same rules stated in the 
policy document still apply, but with the request/vote going to
the PPMC, not the PMC.

Is that correct?
