Declare jspecify at provided scope
jsr305 was provided, so replacing it with a compile-scope jspecify
quietly added a node to the dependency graph of roughly 30 consumers,
Maven 3.9.x among them.
The annotations still compile in: provided is on the compile classpath,
and NonNull and Nullable remain in the class files. They are only absent
at runtime, where the JVM skips annotations it cannot resolve unless
something reflects on them by name, which nothing here does.
Do not restore compile scope to make reflection work without thinking
about the graph first: jsr305 was provided for the same reason.
Verified: dependency:list -DincludeScope=runtime now yields slf4j-api,
jansi (optional) and commons-io only; mvn -B verify on JDK 17 ->
Tests run: 788, Failures: 0
