[HEADS-UP] Merge Federation (YARN-2915) into branch-2

Folks,

We are almost done with the UI patch and so will be merging Federation
(YARN-2915) from trunk to branch-2 in the next week or so.

Just want to give a heads-up to avoid any awkward surprises, though
unlikely :).
