Initial draft of April board report

Initial draft of the April board report is below and in SVN. Anyone care to
add more items? discuss the issues here?

=== Apache Mahout Status Report: April 2011 ===

ISSUES

There are no issues requiring board attention at this time.

CURRENT ACTIVITY

The project expects to continue with an 0.5 release around May 2011.
93 issues have been resolved for 0.5, with 25 more planned before the
release:
https://issues.apache.org/jira/secure/IssueNavigator.jspa?reset=true
  &jqlQuery=project+%3D+MAHOUT+AND+fixVersion+%3D+%220.5%22

After that, we believe, will be a 1.0 release. From 0.5, the focus will
change to making the code base stable and 1.0-ready.

COMMITTERS

Apache Mahout added Dmitriy Lyubimov and Shannon Quinn as new committers
in February 2011.

MAHOUT IN ACTION

The book "Mahout in Action", published by Manning, has been completed and
will be published in May 2011 (delayed slightly from February 2011 date).

On that note I think Lance in particular deserves credit in this
department. It's always much better to have patches to talk about
since that means useful work and thought has gone in. Some have gone
in after iteration, some have gone back for further work. But it is
all more useful than just filing a JIRA only.

Maybe also mention where Mahout was talked about on stage? I updated the wiki
accordingly: https://cwiki.apache.org/MAHOUT/books-tutorials-and-talks.html

There will also be some Mahout coverage in Berlin later this year:
http://berlinbuzzwords.de/speakers

Other than that, looks good to me.

Another indicator of traction is the amount of non-committers
submitting stuff to the JIRA.

Oh yes, it lives next to the other reports already, at:
https://svn.apache.org/repos/asf/mahout/pmc/board-reports/2011/board-report-april.txt

Feel free to edit, just included the text in the email for
convenience. I'll add updates right now.

Looks good. FWIW, I hate collaborative editing in email, so maybe we should just tuck them into SVN somewhere in our tree and then people can just commit as appropriate. Has the nice side benefit of an easy accessible history.
