[PR] Use ubuntu-slim for small gitHub Actions [camel]

apupier opened a new pull request, #26211:
URL: https://github.com/apache/camel/pull/26211

   currently, the pool of available runners is often exhausted for Apache. Using ubuntu-slim should reduce time to switch between runners. It also costs less, so can be an argument to be able to increase the number of runners later.

   Note that it comes with some constraints, the amount of software installed is lower and the job should last less than 15 minutes.

   # Description

   <!--
   - Write a pull request description that is detailed enough to understand what the pull request does, how, and why.
   -->

   # Target

   - [ ] I checked that the commit is targeting the correct branch (Camel 4 uses the `main` branch)

   # Tracking
   - [ ] If this is a large change, bug fix, or code improvement, I checked there is a [JIRA issue](https://issues.apache.org/jira/browse/CAMEL) filed for the change (usually before you start working on it).

   <!--
   # *Note*: trivial changes like, typos, minor documentation fixes and other small items do not require a JIRA issue. In this case your pull request should address just this issue, without pulling in other changes.
   -->

   # Apache Camel coding standards and style

   - [ ] I checked that each commit in the pull request has a meaningful subject line and body.

   <!--
   If you're unsure, you can format the pull request title like `[CAMEL-XXX] Fixes bug in camel-file component`, where you replace `CAMEL-XXX` with the appropriate JIRA issue.
   -->

   - [ ] I have run `mvn clean install -DskipTests` locally from root folder and I have committed all auto-generated changes.

   <!--
   You can run the aforementioned command in your module so that the build auto-formats your code. This will also be verified as part of the checks and your PR may be rejected if if there are uncommited changes after running `mvn clean install -DskipTests`.

Review Comment:
   ⚠️ **Risk: hard 15-minute wall on ubuntu-slim**

   This job runs a Python loop that creates one PR per outdated container, with a 2-second sleep between iterations, plus `pip install` on cold start and a `workflow_dispatch` call per container. If N containers are outdated, the loop runs for roughly `N × (pip+python+gh pr create+sleep)` seconds — easily 15+ minutes on a single vCPU when N ≥ 10.

   ubuntu-slim imposes a **hard, non-overridable 15-minute job limit**. The job will be silently killed mid-loop if it runs long, leaving some containers without upgrade PRs — and with no obvious failure signal (the job itself is marked failed, but the root cause is timeout, not a script error).

   The other 6 workflows in this PR are all sub-minute and safe to migrate. This one is not — it belongs on `ubuntu-latest`.

Review Comment:
   i checked before and in practice the one which took the highest time in the last 6 months took 4'10". With ubuntu-slim, it will take slightly more as the machine has less CPU but it should fit in the 15'. Even if it is not the case, the PR for a bunch of upgrades will be created and on the next execution the other ones will be created.

   seems the ubuntu-slim was fast-tracked:

   there are 2 other similar jobs in the queue for 30 minutes and with ubuntu-slim it awaited only 2'30"
