Encodings patch

Hi All!

Can anybody apply this patch to 
xml-xerces\java\src\org\apache\xml\serialize\Encodings.java

I'm tired to patch it every time. It will help to recognize most popular
Cyrillic encoding in Xerses and Xalan.
