Add GeoIP2 to RelayCountry.pm

I created this patch to add GeoIP2 support to the RelayCountry plugin. The only
problems is I had to hardcode the location of the database file. I'm not sure
how to get around that. This works with the free GeoLite2 database that can be
downloaded with geoipupdate [https://dev.maxmind.com/geoip/geoipupdate/]
