Apache Ratis itself supports pluggable RPC. In Ozone, we as developers should choose based on the performance a particular RPC implementation. It seems not making sense to let the end users choose it. In the meantime, we are not sure whether GRPC or NETTY will win so that we make it configurable for testing purpose.
This is similar to dfs.container.ratis.enabled -- the conf is for testing purpose. It will be always enabled at the end.
Indeed, we probably should not put these confs in the \@InterfaceAudience.Public OzoneConfigKeys and ScmConfigKeys since they are not public. Once we have a Ratis management API (HDFS-11597), we will be more clear what to put in the conf. Let me do the further work in HDFS-11597.

Since it is not supposed to be a user conf, I think we should keep it out from ozone-default.xml.
