When decorations are applied in VSCode editor, they disappear when another source is made visible in the editor and then it's switched back to the original file.
We assure that visible editors have the decorations applied.

The problem with decoration disappearance is an annoying bug and the fix is safe and simple, IMHO.
I propose to integrate it into 12.6.

NB. we're about to do release branching as previously notified. If this needs to go in to 12.6 after review, it will need rebasing on to delivery when ready.
